Low-latency cyberwars: 5G as a battlespace
I The war that fits in a millisecond
In 2019 the 3.5 GHz spectrum auction in Germany raises 6,550 million euros. Nobody is buying coverage: they are buying delay. The difference between 40 and 4 milliseconds does not improve a video — it decides who reacts first.
There is the shift nobody announced: territory stopped being measured in kilometres and started being measured in milliseconds.
“Whoever owns the speed does not need to own the map.”
II Anatomy of the new terrain
Virilio called dromology the study of speed as a form of power: whoever moves fastest does not win the battle, they define where it happens.
The low-latency network takes that to the limit because it inverts the classic relation between distance and advantage. A server 300 km away with 4 ms of delay is operationally closer than one 30 km away with 40 ms.
Geography did not disappear. It became a function of routing, and routing is decided by a company.
III Table of real distances
| Route | Physical km | Latency | Operational distance |
|---|---|---|---|
| Frankfurt → Frankfurt | 0 | 0.3 ms | neighbour |
| Frankfurt → London | 640 | 7 ms | neighbour |
| Frankfurt → São Paulo | 9,800 | 112 ms | foreign |
| Frankfurt → GEO satellite | 36,000 | 240 ms | another country |
A whole continent can be further away than a satellite, or closer, depending which way the cable runs. And the cable is not neutral: it is property.
IV Formula of reach
- A
- effective reach of a decision
- v
- speed of propagation
- t
- the adversary's reaction window
- \rho
- density of intermediate hops
Every intermediate hop —a router, a regulatory border, a badly negotiated peering— cuts the reach without moving a single metre of ground. Territory is lost by contract, not by combat.
V Measurement ritualsafe
-
01
Open a terminal and type
pingfollowed by an address you use every day. -
02
Write down the milliseconds.
-
03
Repeat with an address on another continent.
-
04
Divide the second figure by the first.
Nothing to install, nothing to attack. That quotient is your real position on the map: not where you are, but how long you take to exist for the other side.
VI Risks of the metaphor
There is a trap in calling all this a “battle”, and it is worth saying.
Most low-latency traffic is not military: it is financial arbitrage, programmatic advertising and video games. Treating it as war hands the industry an epic it has not earned, and along the way justifies defence budgets with problems that belong to the market.
But the infrastructure is the same. And that is the real discomfort: there is no civilian network and military network, there is one network with two invoices.
VII Coda
If distance is now measured in time, and time is set by whoever lays the cable, then sovereignty has stopped being a line on a map and become a figure in a transit contract.
And the day somebody decides to reroute, a whole country will wake up forty milliseconds further from itself, with not one stone moved.
