Movement 7 · The Limit — September 2026
I The pressure and the vacuum
In November 2024 the United Nations environment programme documented an enormous adaptation gap once again. In January 2025 the meteorological organisation confirmed 2024 as the warmest year on record, around one and a half degrees above the pre-industrial average. Between March and April 2026 the United States ocean agency expanded autonomous observation and high-frequency sensors appeared for ocean alkalinity trials.
Pressure rising, measurement improving, deployment not arriving [not even at large trial scale]. That combination defines the branch.
What is missing is not technical capability. It is legitimacy.
II Why this case is different
| Branch | Where the effect lands | Who can complain |
|---|---|---|
| Compute and energy | inside a country | its regulator |
| Clinical biology | inside a body | the patient |
| Military autonomy | inside a theatre | treaties and courts |
| Climate intervention | everywhere | nobody in particular |
The first three rows have a perimeter; the fourth has none, and that is the whole difference: with no perimeter there is nobody to ask. An experiment at scale alters rainfall, agriculture and political risk in countries that did not vote on it.
“A cloud does not recognise jurisdictions, and neither does an aerosol.”
III The problem of stopping
There is a specific trap here that no other technology has. Deploy a sustained solar intervention and then stop it abruptly, and the withheld warming returns very fast [in years, not decades]; the remedy creates a dependency that makes abandoning it dangerous.
That turns a decision reversible on paper into a commitment of decades, held up by governments that last four years.
IV The minimum before any scale [safe]
- A public international register of experiments, with date, place and who is responsible.
- Measurement and verification independent of whoever runs it.
- Rules for attributing damage agreed beforehand, not afterwards.
- A compensation mechanism with money committed to it.
- An explicit commitment to continuity or to gradual exit, signed by someone.
V Risks on both sides
Banning the research has a known effect: it pushes the work to places with no oversight and leaves the decision to whoever dares first. There are private actors who have already made small releases with nobody's permission [and a press release].
Researching without governance produces the opposite effect. It normalises deployment through the back door; each trial makes the next one easier to justify.
VI Coda
For everything else on this board the question is who is in charge inside a perimeter.
Here there is no perimeter, and the conclusion follows: geoengineering is not a technical problem with political implications, it is a political problem with technical tools.
