Who signs the permit
Movement 7 · The Limit — September 2026
I The case that teaches everything
In 1971 an astronaut left an aluminium figure on the Moon [eight and a half centimetres] with a plaque carrying fourteen names. The agreement with the sculptor was verbal and had three conditions [no signature, no attribution, no commerce].
Five months later a gallery was advertising signed replicas at seven hundred and fifty dollars. The agreement was no use. It never had been.
The norm existed and both parties understood it; nobody ever disputed it. What did not exist was an instrument. When the market turned up, the norm had nothing to bite with.
An ethics with no instrument is a preference.
II Instruments that do bite
| Instrument | What it forces | Who executes it |
|---|---|---|
| A permit that can be refused | asking before doing | a regulator with staff |
| A dated public register | leaving a trace | anyone who looks |
| A liability clause | answering with your assets | a court |
| Revocation with retroactive effect | deleting what was absorbed | the provider, if you can audit them |
| A human veto at the irreversible point | actually stopping | a named person |
The last one is the most quoted and the worst implemented. Putting a human on every micro-decision exhausts the watcher and protects nothing. The human goes where the damage does not come undone. Everywhere else, the human is in the way.
“What cannot be refused is not a rule. It is a recommendation on headed paper.”
III The criterion
The question is not whether a technology is frightening; nor whether it is new. It is whether it can be switched off, who can switch it off, and how long that takes. A revocable agent is not a transfer already executed. A somatic therapy is not a heritable modification, and a reactor is not an intervention in the stratosphere.
IV Against excess caution
Demanding that ethics precede deployment is what the committee told Forssmann when it forbade him from threading a catheter into his own heart, and what left Marshall unable for years to prove that a bacterium caused ulcers.
Caution has its dead too, and they do not make the papers because nobody knows how to count the person who never got to exist [there is no file for what did not happen]. Which is why the criterion has to be reversibility and not vertigo.
V The short list
Nothing should be closed into an automatic loop that meets both conditions at once: the damage does not come undone, and the person affected cannot withdraw. That leaves four cases, and they are always the same: the germline, the final lethal decision, climate intervention at scale, and the transfer of assets with no ceiling and no revocation.
Outside that list, the closed loop is a good idea; it is usually the only way to learn anything.
VI Coda
None of this asks anyone to slow down. It asks for the switch to be built before the engine.
Then it costs little: a few lines and a signature. Afterwards it costs a lawsuit, and sometimes it cannot be built at all.
