Exploration

Whitney was the face of Wall Street. He presided over the New York Stock Exchange, and during the panic of twenty-nine he was the man who crossed the floor buying shares out loud to hold up morale. The photograph of that ran everywhere.

For years he had been taking money from the accounts he administered to cover his own investments, which were not working out. He took from the pension fund of the exchange floor itself and from the yacht club where he was treasurer.

When he was arrested, the institution he had presided over had to explain why there was no mechanism to prevent it. There was none because respectability did that job, and respectability checks nothing.

He entered Sing Sing in April 1938 in a three-piece suit and served three years. The exchange approved rules on the custody of client funds immediately afterwards.
